Ezequiel Pescina, our founder, is a Civil Engineer who graduated from the Institute of Technology and Superior Studies of Monterrey. His career commenced as an assistant engineer at Charlie Tzeng and Associates in downtown Los Angeles, where he worked from 1988 to 1990. Following this role, he gained further experience at Federoff Engineering in Whittier, CA, from 1990 to 1992.

In 1993, Ezequiel established International Concepts Design, focusing on architectural services for commercial projects. The company later restructured and adopted its current name: Plans and Permits Express Inc. Our commitment to providing high-quality architectural solutions remains unwavering.
